Abstract
La reforma del servicio público, tal y como un observador y estudioso por largo tiempo del campo señalaba recientemente, nunca pasa de moda. En casi todos los países se le ha incluido en lugar prominente en las agendas de gobierno y en las plataformas políticas de los partidos de oposición que compiten en busca de atención. Considerando los riesgos, las complejidades y los costos de la mayor parte de las agendas para la reforma, su lenta implantación y sus resultados tan mixtos podrían justificarse al ponderar la frecuencia, la ubicuidad y el inmenguante atractivo de la reforma del servicio público.
